Debian TC QOS RTNETLINK not found

Hello I want to configure QOS on debian but on first step

Code: Select all

/sbin/tc qdisc del dev eth1 root
I get this error.

Code: Select all

RTNETLINK answers: No such file or directory
I found something on google abou modu sch_htb3 but not sure how can I fix this.
