Yes. All you need is a SMB share to restore it.

Also, what kind of VM would be a factor,
I do not know anything about this "BackupPC", so I did some searches
to see what it is,....

It certainly would not be my choice for a method in making a back up
of my server,....way to complicated.
I just start the virtual machine (VirtualBox), and then use 'rsync' to copy/transfer the files, to the VM, and 'mysql_dump', to make a "backup" of the data base.
Then I copy the "mysql_mybackup.sql" to the VM, and restore it on the VM.
After I have it on the VM, that is the "backup", in the event that I need it,
then I would use the same process to copy/transfer back to the server, after
repairing or re-installing the server, or what ever.
But no point in going into details on that, if you are set on using "BackupPC", all I can suggest is do some searches, and read the documentation and manuals on it.
It seems like you should be able to just restore the backup to the VM, the same as you would if you needed to restore or use it on the real server. .
