Question about absent package maintainer

As someone unfamiliar with the rules around package maintenance, I was wondering what steps can be taken if a package maintainer has gone completely AWOL. Notably, Debian distributes libyaml-cpp-0.5.2 in the sid repo, but this version has a header bug that won't allow your user program to compile if you use a certain function in the header. Multiple people have been begging for months to upgrade to 0.5.3 which fixes this, but no response by the package maintainer.

Even if you are not interested or capable of being a package maintainer,
there are lot's of other things involved, and there is all ways a need for more
volunteers.
