I can not make much sense of what it is the OP wants to do.
I can see probably they are using a translator, so language is part of the reason.

Do you (the OP ) mean : Debian application to manage a internet cafe service ?
Debian application to manage a internet cafe service
There are a few applications available.

I think a somewhat more detailed description of exactly what you are trying to do is needed.
The way I am interpreting this , is that you are looking for a application to manage several , multiple PC's, or work stations, that would be used in a
Internet Cafe ?
Since this is Debian User Forums, I am assuming you will be using Debian on
the PC's, however it would help to know what version of Debian you are or will
be using.

As to Internet cafes, I advise using a live-cd with a Debian kiosk OS. It should not have any ability to save anything. If a user manages to mess something with a live-CD all that is required is a reboot.

Under no circumstances should an Internet cafe use Windows as it is simply not reliable. The exception to that is in Seoul, Korea, where everything seems to work.

-according to this a dedicated kiosk distro is recommended.
but running live and read only is probably even safer.
