Jessie doesn't use http://deb.debian.org. You should use http://ftp.debian.org instead.

Actually, Debian are dropping their ftp servers soon so that won't work for long either.

Incorrect. That refers to ftp:// not http://

Also incorrect. That link clearly states "in Stretch and later", whereas the OP is using Jessie.

To clarify: for Debian jessie, these direct links should work (this is what we use in BunsenLabs atm):

Does Jessie install apt-transport-https by default?

I've got it installed in Stretch. I didn't install myself, and nothing seems to depend on it. And this was a clean install of Jessie before I upgraded to Stretch. So maybe.

There's some conflicting information on their website. On this one:
