Problems with NFS v3

Hey I have a NFS-kernel-server on a ubuntu serving a NFS v3, and I have 2 clients:
1-Ubuntu 16 and it works perfectly
2- Debian 6

when I try to mount it on the debian 6, only mounts as v4 and I need it to be v3, when I try to force it to version 3 using: "mount -v -t nfs -o nfsvers=3 Server:nfs /path" I get the following error:

mount.nfs: portmap query failed: RPC: Unable to send
- Operation not permitted
mount.nfs: Operation not permitted

what can I do?

Maybe use a version of Debian that someone is likely to still use?
