report this as a bug?

one problem I did not mention in my last endeavor - after installing the system and xfce and logging in, I couldn't do pretty much anything, and after a bit of trial and error, I found out that the system thinks that there is a laptop screen connected (the system is using a laptop chipset), and chooses to use it as primary, displaying all the panels, shortcuts and windows there. using alt+space M has allowed me to get the display control window where I could see it, disable the non-existing screen and all was well, but as this problem also exists in the 17.x ubuntu, xubuntu and lubuntu builds (16.04 is fine), I'm thinking maybe someone should be made aware.
