is there speech-activated command processing in Debian 9.3?

I mean something analogous to Alexa or Cortana, where you can give simple instructions such as "open browser" or "what time is it in Australia?"

You can use the Google speech recognition with the Chrome browser to ask questions like the one about the time in Australia. You probably want something like the Mycroft project for something like Siri.

They mention that about Google, also apparently Firefox as well, maybe, but maybe it is not fully developed:
Mozilla DeepSpeech is developing an open source Speech-To-Text engine based of Baidu's deep speech research paper. It is intended for end user usage in the coming months.[1]

I had a look at the links, and it's an interesting field that appears to be in its early stages. The development tools (such as pocketsphinx-python) look really fun. It's not out of the box user stuff, but I wasn't really expecting it to be. Thanks.
