Laptop Dell Latitude D505.
Os: Debian 9.4 and Debian 8.10 net installers without a graphical environment.
I tried - acpi=on, noapic, nolapic, acpi=off, acpi=force, intel_idle.max_cstate=1, reboot=bios, reboot=acpi in the file /etc/default/grub (I have tried something else now I do not remember). But all these manipulations did not help me.
Also tried to disable the bios setting the Intel Speed ​​step, but did not help.

I ask for help in this matter because I can not turn off or restart the laptop normally. I have to forcibly turn off the laptop through the power button.
