How to make a discussion forum

Hi

I am planning to form a discussion forum, for our around 1000 to 3000 users; just like http://forums.debian.net

The forum will be a closed forum; only for the allowed users.

Kindly inform; is there any option by websites to just pay them and edit some parameters to make a forum? Or would I need to contact a Web Developer, and web site hosting, and get the services!

There are so many ways to do what you want. You can, for example. use a ready service like Slack ( https://slack.com/ a kind of facebook that you make for only your group of people that many work places use, allows for creating posts with all kind of multimedia content). You could also rent a server or a VPS and run the software there (the software listed in the link provided above works like that). These software have configuration files that allow you to change many properties (using a web interface). Or you could even install linux on your own hardware and run it from there without having to pay for a service (although you may need a special internet connection depending on how yout ISP works). The DIY route might be relatively easy to run with known small user base because you don't have to worry about scaling up (like serving 1-3 users on one day and possibly 300000 on another when some popular post attracts half the world).
