Why does debian stable have python-pip 9 and testing has 18?
Where can I find more information about why debian stable has python-pip 9 and testing has python-pip 18?
Why is version 9 more stable? Are there logs somewhere with issues for newer versions?

I understand. They only fix bugs and security issues. No package updates.
It seems to me that the link with chapter 2.2 is incomplete. It says they only release security updates. But they do not say that they also fix bugs that are independent of security concerns.

However, if you read the press release, they also fix bugs that are not particularly related to security.
