Hello All,

Debian Buster Dell Inspiron AIO 2330 with Xeon e3-1200 v3/4th generation GPU (IvyBridge HD4000)
Has anyone been able to get this GPU to make opengl 3.2 available? Don't think it is possible as this PC is probably 7 years old.
Need to have opengl 3.2 to try and run Unity 3d as Unity fails to open when no opengl 3.2 is available.

Hardware is capable and it would work in Gentoo.

You can try a Buster-based Live session to see if that makes any difference--you are on Stretch right now. You may also be able to switch to the 'intel" driver, instead of the default "modesetting" driver, if that's what you are being assigned.
