Hello, i'm not sure if this post must be posted here because the problem is on KDE, well, i was a Windows user some months ago, but i decided to start with Linux, and it's very interesting and fun, but one of the most big problems is that i can't write ASCII characters typing Alt + number just how i do it on Windows, but i can't do it just in KDE, because when i type Control + Alt + F1 (this can be F2, F3, F4...) to enter to the console mode only i can write ASCII characters typing Alt + number, that's why i'm not sure if this is a Debian problem or a KDE problem.

Well, i hope you can understand my english :oops: , and if you know how to do it please post it :D

PD: if it is necessary, i can post the keyboard configuration on /etc/X11/XFConfig-4

I don't think you can -- not exactly as it's done in Windows.

You'll need to use unicode hex not ASCII. Take a look at this chart:
