If it's in the official debian archive: no. Debian is pretty strict when it comes to allowing software in their distribution...

It is not in the official archive.

You can get them from
deb ftp://ftp.nerim.net/debian-marillat/ unstable main
deb-src ftp://ftp.nerim.net/debian-marillat/ unstable main
(add it to your sources.list)

They get all of them from the MPlayer homepage. I can't really answer the question about it being legal or not - one would have to look for each codec, read its license etc

But as a general rule distribution and using of codec which are for decoding stuff is not really restricted (the vendors are interested in having as much people as possible using their codecs) - encoding is what you have to pay for (as it was the case with mp3 originally).
