You have to let us know which windowmanager you use.
And to make it easyer which program you want to make a shortcut for.

I use Gnome so I don't know if it works for you. But I think it should go simular with KDE

In Gnome it goes like this:
Put your mouse pointer on the desktop
Press right mouse button.
Select "create launcher" or something like that
And enter the name and browse for the program you want to launch with it

Open the K menu, select your application, drag it to the desktop, and select "Symlink here" from the appearing menu. It works in KDE 3.2, maybe in 2.2 too.
