Yes. China. There, red is, for lack of a better term, a "religious" colour. To give only a few examples: Lanterns and the background for written messages, both used during festivals and holidays; wedding clothes; sedan chair covers. Red has always been associated with happiness and things official.

Opinions will differ of course, but my opinion on the issue is that appointment to moderator should be based more on character than on rising through the "ranks". Things like activity level, communication skills, commitment to the board, and perhaps knowledge level, although it is not essential. In other words; How well will a person do the job?; rather than, What positions has the person held in the past.

Your opinion is not without merit, however, there are logistical reasons that favor a more incremental approach to elevation of duties within the Staff. At each level of administration -- Spamhunter, Moderator, and Administrator -- additional powers are granted and increased potential of causing irreparable damage to the contents of the forum is acquired. It is in the best interests of everyone (including the person being deputed) that they have a chance to grow accustomed to the tools available and learn the risks involved. This is especially true with the dramatic redistribution of positions that has recently taken place.
