The same question came up at MX forum yesterday and revealed issues.
To format the drive as "superfloppy" mode, the "-I" option needs to be specified. Otherwise I guess a partition would need to be present so the command may need to be (not tested by me) -

mkfs.fat -F32 /dev/sdb1

I checked a couple of flash drives I have which have not been altered since purchase and both have a partition so my previous belief that they come in superfloppy mode may be incorrect.
