The two packages failed are libreoffice-common_4.3.3 and gimp-data_2.8.14, both of them trying to be fetched from security.debian.org.
As far as I remember, it's the same packages in different installation trails.
Also installation without encryption failed.

I tried to install on VirtualBox machine on different host computer, but same internet connection, and I got the same errors.
It's very weird!

I successfully installed debian by using http://cdimage.debian.org/debian-cd/8.5 ... etinst.iso onto a virtual machine yesterday. Thus, I wonder if the memory and/or the internal media of your PC has physical error (bad sector or so) or if the internet connection for your PC is bad.
I downloaded http://cdimage.debian.org/debian-cd/8.5 ... etinst.iso
and I set the iso file as DVD for a guest machine for virtualbox. I prepared a virtual HDD for the guest machine.
I started the guest machine and installation started.
I selected:
Partition disks: Guided - use entire disk, All files in one partition (recommended for new users)
Japan
Then, downloading failed at "base system installation step" once. But after that, I selected "retry" and the download process succeeded.
I selected:
Configuring popularity-contest: No
Software selection: Debian desktop environment, standard system utilities
I installed Grub to mbr of (virtual) first media.
The debian installation successfully finished and I selected reboot.
The installed debian successfully booted without any problem.

Yes, it's very weird but my internet connection is probably the cause of it.
I installed Debian without the security updates repo, and the installation completed successfully.
After the installation I add the security updates repo manually to the repos list, and the update of the same packages failed with same error.
So I took the laptop to other place with other network connection, and the update process completed successfully.
It's so weird because my internet connection is very stable, and I have almost no issues with it.
Also, I tried different mirrors over different countries with my connection, and every time it failed.
I installed Debian without the security updates repo, and the installation completed successfully.

It's still weird tat from totally different server, my internet connection failed to download them.
