i am new in debian and i have a problem with installing debian 9 over my computer
when i tried install the debian :

What iso image is it? A network install CD?
I've sometimes had similar issues and it's always been because although it looks like there's an internet connection, neither the network nor apt has been properly configured. If other packages get downloaded and installed, then it's likely that the installation media is defective in some way so best to try with a new iso image.
