I ran into a similar situation while running Jessie and trying to access the wiki pages. I was connecting my vpn using the app provided by PIA and if the vpn was connected, I would get the "unauthorized" message when trying to access the wiki pages. Disconnecting the vpn allowed me access. Now that I'm running Stretch, the app from PIA no longer works and I'm using OpenVPN to connect to PIA and have no issues accessing the wiki while connected.
