I've tried using two different DVD drives.
I even get it when mounting the downloaded iso to install in a Vbox virtual machine.
md5 and sha512 both say the iso is good.
I'm at a loss what to try next.

When you downloaded the image, did you check the SHA512SUM or SHA256SUM? https://cdimage.debian.org/debian-cd/cu ... 64/iso-cd/
First step, download and check SHA256SUM or SHA512SUM.
Next, cat or dd the image to USB or burn to DVD / CD.
Yesh, did md5 and sha512 on th eiso as stated in the OP.
I haven't done just that single .deb, will do that.

Ok, both MD5 and sha256 match.
We had a incident at work with a BladeLogic file deploy job that contained a zip file that contained other zip files and even though one of the nested zip files was corrupt, the MD5 and SHA512 matched on the good original file so I thought maybe it could be a similar situation.
I'd actually thought of doing this but hadn't gotten to it because of life the universe and everything.
On the other hand I couldn't imagine a bad .deb in the iso being around for long before someone else noticed it.

Do you need the DVD image? If you have tried three times, I'd look for another image, say CD image or even netinst image.
During the installation, you can choose to use a mirror, or just install and update afterwards. If you have a cable connection, netinst image is usually enough. If you only have wireless, you may need a non-free package to get your wireless working, but you can install that separately from another usb device.
Yeah, I'll try netinst. At this point I have nothing to lose.
I decided to try 8.9 and downloaded it from here: http://bttracker.debian.org:6969/stat
Same result, corrupt .deb files trying both DVD install to my laptop and to a Vbox VM from the mounted iso.
This whole thing is just baffling to me, never had this kind of issue before.
I've had bad DVD's before, but burning another always worked. But never had an issue with installing to a VM.

Well, I used the netinst to install guided, everything in one partition and it installed fine and booted up.
Now I'm going back and trying encrypted partitions again with /boot on a thumb drive.
We shall see.
Well, failed again reporting unable to download files or .deb's corrupt.

Always fails reporting corrupt .deb file. Don't ask which one, if I hit "continue" it goes to another (the next?) and reports corrupt. That keeps up until I get bored hitting "continue".
Ok, if anyone really wants to know I can make a (long) list.
