long delays while installing Debian 9.4

Hello, we are installing Debian with netboot CD and configure local mirror (inside company, not public) as source. Installation works, but there are some long and annoying delays.

After selecting the local mirror installer installs some files and then it tries to install some (big? - over half of status bar is still empty and it is trying to install file 1/1) file. That takes forever. Another delay (shorter) comes in the end when installer is removing the netboot CD from sources.list.

It seems (checked the firewall log) the installer tries to connect internet. There is no internet connection (only DNS and http to local mirror) and that probably causes the long delays.

Is there some way deny the installer connecting to debian.org?

All delays are caused by installer trying to use DHCP (not available) or trying to access Internet (no connection).

Boot parameter "netcfg/disable_dhcp=true" takes care of the DHCP.

"Setting up the clock" screen and last part (trying to connect security.debian.org) of "Configuring apt" can be canceled from the installer GUI.

Previous cancellations seem to prevent "Disabling netinst CD in sources.list..." delay too.
