bug: cups not installed correctly on debian 10 non-free iso

recently I've used debian 10 non-free iso, and in almost over then it's not installed cups set up by default for installing prints instantly what obligates me install trough apt-get. I use a lot debian 10 distro on my pc trough live system and it's a pity didn't have cups package by default to install any printer without using apt-get.
mate desktop doesn't have system-printer-config agent, also what makes impossible config any printer.
