Why is torbrowser-launcher in contrib and not in main?

According to this ( http://en.wikipedia.org/wiki/Tor_(anony ... or_Browser ), it is licensed under the GPL (which is compatible with the DFSG).

things go in contrib because they rely on something non-free

err...I guess the more accurate answer is....
The contrib archive area contains supplemental packages intended to work with the Debian distribution, but which require software outside of the distribution to either build or function.
