Why is it, after a point release is announced, it's not available for download immediately? Currently, 8.5 is the latest stable release for download, and not 8.6.

It is available for download, but
I think it has something to do with updating the https://www.debian.org/ website,
but I don't know really,...
Any way, see this :
From: https://www.debian.org/News/2016/20160917 New installation media and CD and DVD images containing updated packages will be available soon at the regular locations.
Upgrading to this revision online is usually done by pointing the aptitude (or apt) package tool (see the sources.list(5) manual page) to one of Debian's many FTP or HTTP mirrors. A comprehensive list of mirrors is available at:
https://www.debian.org/mirror/list
For example: It is available here:
http://ftp.au.debian.org/debian/dists/Debian8.6/
I did not browse the entire list, you can do that, and find which
mirror is best for you, and your location. If it is not available
on the one you want, use one where it is available, the location
of the mirror does not matter much.
I often use a different one , in some other part of the world if
and when the ones in my sources.list are not working.

It takes a little while for all of the mirrors to get updated, some might not have it
yet.
I do see, at https://www.debian.org/ in the Getting Debian the list has not yet been updated,
but right there , on the bottom it has the announcent,
Where you can either find a download, or also it has instructions , if you all ready
have Debian 8.5, all you need to do is:
First:

Code: Select all

apt-get update
Then:

Code: Select all

apt-get upgrade
If you do not know how to do that,:

Code: Select all

man apt-get
DESCRIPTION
apt-get is the command-line tool for handling packages, and may be
considered the user's "back-end" to other tools using the APT library.
Several "front-end" interfaces exist, such as dselect(1), aptitude(8),
synaptic(8) and wajig(1).

Unless the -h, or --help option is given, one of the commands below
must be present.

update
update is used to resynchronize the package index files from their
sources. The indexes of available packages are fetched from the
location(s) specified in /etc/apt/sources.list. For example, when
using a Debian archive, this command retrieves and scans the
Packages.gz files, so that information about new and updated
packages is available. An update should always be performed before
an upgrade or dist-upgrade. Please be aware that the overall
progress meter will be incorrect as the size of the package files
cannot be known in advance.
upgrade
upgrade is used to install the newest versions of all packages
currently installed on the system from the sources enumerated in
/etc/apt/sources.list. Packages currently installed with new
versions available are retrieved and upgraded; under no
circumstances are currently installed packages removed, or packages
not already installed retrieved and installed. New versions of
currently installed packages that cannot be upgraded without
changing the install status of another package will be left at
their current version. An update must be performed first so that
apt-get knows that new versions of packages are available.

Just seems odd to make an announcement of its availability when it hasn't been uploaded yet.
Anyway, it's available now.

It's an announcement that it will be available soon. Haven't you ever told anyone of your future schedule?

Also, I believe that many of the mirrors will lag behind a bit.

It says it's been released
Yes , it has been released, it was released :September 17th, 2016
Just like the announcement says,...
https://www.debian.org/News/2016/20160917
Updated Debian 8: 8.6 released
September 17th, 2016

The Debian project is pleased to announce the sixth update of its stable distribution Debian 8 (codename "jessie"). This update mainly adds corrections for security problems to the stable release, along with a few adjustments for serious problems. Security advisories were already published separately and are referenced where available.

Please note that this update does not constitute a new version of Debian 8 but only updates some of the packages included. There is no need to throw away old "jessie" CDs or DVDs but only to update via an up-to-date Debian mirror after an installation, to cause any out of date packages to be updated.

Those who frequently install updates from security.debian.org won't have to update many packages and most updates from security.debian.org are included in this update.

New installation media and CD and DVD images containing updated packages will be available soon at the regular locations.

Upgrading to this revision online is usually done by pointing the aptitude (or apt) package tool (see the sources.list(5) manual page) to one of Debian's many FTP or HTTP mirrors. A comprehensive list of mirrors is available at:
https://www.debian.org/mirror/list
And it was available for download, on the same day, I looked myself, and
found it was available.
Are you still having trouble finding it ?

http://cdimage.debian.org/debian-cd/8.6.0/amd64/bt-dvd/

I don't use Debian 8.5 (jessie) as my main system, but I do have it on a
VM, just to keep up with things, and some times try to re-produce a problem
some one is having, or check and see if something will work on it,
(Debian Jessie), any way, on Sept 17, when it was announced that the
upgrade was available, I started the VM , and upgraded,...
