TL;DR: Debian has changed the flow of updates for it's Stable branch. Now updates should be more flexible, faster and easier to report. Until now, there was a delay which involved a lot of backtracking, side-checking and "round trips" between packagers, maintainers and bug submiters. This produced situations like the one seen in Debian 9.3, when one bug in the kernel made the system unusable for a lot of Broadwell users, including yours truly.
