how to limit download/upload speed?

Hello everybody! :-) May be very simple question, anyway: need to limit download/upload speed for some local IP-addresses (and for all possible network protocols include torrents). The situation is: gateway (Debian based), 2 network interfaces, eth0 (local, 192.168.0.0/24) and eth1 (real IP). iptables have been configured for some ports forwarding earlier. So a question is - can i use iptables to limit rate for specific local IP's? - for example - 192.168.0.40 and 192.168.0.50 should use 1 Mbit/sec and all the others - 100 Mbit/s. Thank you for answers :-)
