It seems like a few lines of code that has been added to xscreensaver that rudely tells people to update after 18 months. The warning also points out that the distro is doing the user a "disservice".
After reading the bug report it seems that jwz has an outburst, shortly after he states that he doesn't want xscreensaver to be packaged with Debian anymore.
