Git tree mechanism: Debian & Debian-Based Distros

I am not an IT guy, but still would like to know as all these projects are either FOSS or OSS...
I just want to know that why not theres a single; say GIT project named Debian-Testing like:
for example say, and so we have a full collaboration between these projects, apps and drivers can be installed easily, in all the derivative distros...?
