I have my way of doing it, and it works, but it seems kind of funky. So I'm curious, how do you change grub-pc and gdm background images, assuming you want to?
Here is what i do, and this took some stumbling around. I'm using squeeze and the default images are in /usr/share/images/desktop-base and named moreblue-orbit-grub.png and moreblue-orbit-gdm.svg. For gdm i edit the file /etc/gdm3/greeter.gconf-defaults, changing the line under "# Use a specific background" that includes the part
/usr/share/images/desktop-base/moreblue-orbit-gdm.svg
to whatever file i want, my file being in fact jpeg instead of svg.
Now for grub-pc it looks like you should be able to do the same with the line in /etc/grub.d/05_debian_theme that says WALLPAPER="/usr/share/images/desktop-base/moreblue-orbit-grub.png". Then you would run update-grub.
And in fact there is advice all over the web to do this. But it does not work, at least with with squeeze/testing. So what I did, that failing, was to change the image I want to .png format, in Gimp, after reducing it in size to 640 x 480 pixels and rename it "moreblue-orbit-grub.png" and put it in /usr/share/images/desktop-base.
I notice there are link files that then point to my image, but I don't know what the scripts do with these, if anything.
So therefore I do two completely different things with grub and gdm to change the background images. It's not exactly like there is a custom configuration in each case with a line for my image file.
So, anyone have a nicer way with this? Believe me the advice all over the web, mailing lists, and forums is all over the place on this.

I don't have any line saying "# Use a specific background" or anything like it, in my /etc/gdm3/daemon.conf .

For some time now there's no need anymore to scale the images for the GRUB background. I'm not sure, but maybe it needs a png file.
It also can read from anywhere, here's a working line in mine:
WALLPAPER="/home/usuario/Imagens/GRUB/ciel_grub2_1024x768_classic.png"

Confirmed, this works for me with the path to my own filename.png. For some reason it did not work with the .jpg format, though I had thought that was one of the acceptable formats checked for.I'm not sure, but maybe it needs a png file.
This method is better than the one in my original post renaming my image file to match their name. Because that fix has to be redone if some update to the stock artwork is installed.

GDM:
This can be coupled with a command which sets your wallpaper, and so on. I have the command from this Ubuntu script which can be run after setting your wallpaper to make it apply to GDM and Plymouth. Of course, be aware that Plymouth in Ubuntu is in a diff directory than in Debian, so you'll have to hack it a little.
