A little bit of trivia that I just noticed:

Here's another bit of trivia: apt-get moo doesn't require root privileges.

(Nor does any apt-get -s <whatever>)

I notice that my cow is looking to the right but yours to the left.
You might like to try the following commands on your updated system:

What version of Debian are you running?

Here on LMDE Betsy (Debian Jessie) I get the same return for "apt-get moo" and "sudo apt-get moo". I wonder, though, if you're on Testing or Sid, if you get something different when you give apt-get root permissions.
Specifically, for your first post, when you used "sudo", the cow specified that it was "Super Cow", yet on your second example when you don't use super permissions, the cow is back to normal.

I'm running plain jane Jessie stable with Gnome. (Debian 8.3 updated every morning.)

sudo doesn't seem to matter:

Instead of "apt-get" just use "apt" instead. Simplify Your Command-Line with APT instead of apt-get

So instead of say

apt-get dist-upgrade 
Just use

apt update
apt upgrade
apt dist-upgrade
It looks slightly different, but some might say it is an improvement.
