the important sounding lady has a point though. the texas constitution is a complicated mess. they have a session every 2 years and it lasts only five months. it is absolutely insane. it's like a race to get only the most critical bills through before the session is over. imagine if the national legislative branch worked that way, the governor-president would have to be demanding special sessions left and right to keep things from going to anarchy.
