How is it restraining anything? You seem to think that if we arent making cars that immediately and automatically do 90mph when you start the car we are restraining someone from driving 90mph. Are you actually FOR giving someone the ability to do something without them even knowing what it means to perform that action, especially when a user may be trying to get away from that exact action to begin with.
