A quick Google search reveals many free web hosts. Pick and choose to your liking.
The domain name might be a different issue. If you want to register a domain I suggest GoDaddy. They are cheap and reliable.

For a free host i like http://www.bravenet.com . they offer templates and freehand html and support many extensions.
