The Free Software Foundation has posted a draft of the new GPL license.
Lots of explanations are given.

I like the current license myself, because of it's clarity. But I guess that the world has changed, and we need to address more issues.
Attorneys strive to build ambiguity into what they write to benefit their clients, but the GPL license is unique: In the long run, it benefits everyone by insuring freedom that cannot be bought or sold.
Thank you FSF!
Scheduled Maintenance: We are aware of an issue with Google, AOL, and Yahoo services as email providers which are blocking new registrations. We are trying to fix the issue and we have several internal and external support tickets in process to resolve the issue. Please see: viewtopic.php?t=158230
GPLv3 Draft
I haven't fully read it yet, only read FSF's explanations and changes, and some reactions, but I intend to read it eventually, just like I've done with GPL2.
I once had the GPL preamble (or was it the entire license on one page?) up on my wall, I liked it so much.

The Debian Documentation website contains the FAQ, Installation Manual and the Release Notes for Etch. They're helpful if you want to learn more about debian!
