How can one get involved with DEBIAN (development / testing..etc)? What are the pre-requisites for that?

The first step is to subscribe to the debian-devel-announce (DDA) and debian-devel lists (DD) and get the hang of it first. Then start packaging/translating/documenting and join a team if needed (e.g. i18n or docs or similar) by joining their mailing list and introducing yourself.

even if you do not want to become a maintainer (yet), it is great to understand how the debian project works.
debian squeeze for everyday life, many other versions for the rest
