I am using debian8(Jessie) and xfce dektop(on a netbook, so flashy isn't a good option). Anyway, I'm pleased that applications like firefox, libre office, etc., have scroll buttons (which they didn't in mint 17 when I tried it), but I've noticed that the evolution email client doesn't have scroll buttons which makes it really cumbersome to scroll through an email. Does anyone know how I can enable these in Evolution?

It sounds like your GTK themes (both GTK2 and GTK3) have the "steppers" disabled (typical with newer xfce4 oriented themes). The theme files need to be configured as:
<themename>/gtk-2.0/gtkrc:
<themename>/gtk-3.0/gtk-widgets.css:
where <themename> is the path to your theme (e.g. /usr/share/themes/Bluebird).
Caveats: 1) sometimes the steppers are defined multiple times for different widgets - change the right one (or just them all); and 2) changing the system theme carries the risk of an update erasing your changes - better to copy the theme to ~/.themes and modify there.

thanks for the input.....I wonder if that would apply when there are scroll buttons in other apps like firefox and libre office but not in evolution, though?

I don't have a definitive answer other than I personally use this customization for themes with disabled steppers and have no problems with FF or LO (or any application). Try it: copy the system theme directory to ~/.themes, make your changes, and test. Sounds like a plan.....by the way, how can I find out what the active theme is? ok...my bad....I searched the forum and found mention of "gnome-tweak-tool"....looks like I'm using "adwaita" theme, whatever that is....any further suggestions from there? Is it a matter of checking for/adding the gtkscrollbar lines somewhere in the adwaita config file, then copying that config file to the /usr/...subfolder and rebooting?

well, that didn't work....but btw in the 3.0 folder, the only file is gtk.css, which only has a comment saying "/* Adwaita is the default theme of GTK+ 3, this file is not used */". also, there were existing gtkscrollbar lines like the ones mentioned, but their values were set to 0, so I just changed them to 1, but I still haven't found the true/false statements you mentioned...

You're going to have to use an xfce tool to change the xfce theme. Use xfconf from the command line (not very user friendly) and I cannot remember the name of the xf GUI tool. You can probably find it from the menus for settings or system.
