I installed debian 9 on a new machine. No problems except for TightVNCServer.
When I connect via vnc I dont get a desktop, only a gray screen.
I have set this up numerous times on a raspberry pi with no problems.
Also installed debian 9 on a vm, installed tightvncserver and got the same problem.
Have done heaps of googling but all that I have tried does not work.
I am using gnome if that is relevant,

presuming you are using GNOME and X, have you tried the
in ~/.vnc/xstartup
