I just installed Debian 9 and would like to keep the Favorites Bar visible on the desktop all the time. Is there a setting I can change or command I can use to keep it visible?

You can install the dash-to-dock extension from the gnome extensions site: extensions.gnome.org/extension/307/dash-to-dock/

Another alternative is dash to panel.
