I have a problem , how i can install grub legacy befor i install debian 7 on it?

Yields a lot of results, after you read some of them, if none answer your question, let us know, or maybe by that time someone will have time to write a step by step, just for you, and submit it here.
Hint:
Usually grub is installed after installing the OS, not before.
Also, I would think someone using Debian Wheezy (no longer supported),
would have enough experience, to be able to search and find solutions, if not, then probably you should be using the current stable version of Debian (Stretch).
You will need to find "grub legacy", so you can install it...

GRUB Legacy is not actively developed any longer. Only bugfixes will be made so that GRUB Legacy can still be used for older systems.

I don't understand why you don't just use the

"GNU GRUB version 1.99-25+deb7u3"

that come with Debian Wheezy, it is installed at the end of the install, semi automatically, that is what I use on my Debian 7 ,...
Maybe if you give a better description of what you are doing, etc. it would help.
I see in the other thread, the OP seems to have installed it, but now they need help in learning to configure it,... and nobody answers, there is a lot of documentation available on-line for installing and configuring grub though, so no real need to go into that.

Because some programs request grub1
i have all ower the internet but no luck :(
this is why i started to write here

op has not put any effort into solving this afaics. instead of doing some proper research and troubleshooting (and sharing that with us) they ask what is basically the same question, over and over...
