Scrollbars keep getting hidden/smaller

Fresh install of Debian 10.

I've noticed this behavior in thunar and quodlibet, for example, but plenty of other desktop applications.

I'm using fluxbox instead of a full on desktop env, so I would imagine these applications are using gtk2, not gtk3.

The scrollbar has three states: large, small, and hidden. It seems to transition from large, to small, to hidden, after being used.

How do I keep all scrollbars simply in the "large" state?

Good question! I thought it was theme design changes with upgrades. Do you think its something else?

No idea what it's a result of, I just needed someway to disable it as it's an abysmal design choice...gui elements that fade, change size, and vanish?

I seem to have found a solution:

GTK_OVERLAY_SCROLLING=0
