I'm using Debian 10.1 x86_64 and wants to upgrade it to Debian 10.3 x86_64 as offline. How can I download update ISO file?

Download 10.3 installer, add it to sources.list, then update && upgrade.
Long ago when I installed Debian from cd-roms or dvds, used apt-cdrom. Don't know if it works with usb sticks.

I mounted the installation USB and pointed my sources.list to this mount:

deb [trusted=yes] file:/media/usb0/ buster main contrib non-free

The PC have not internet connection. I want to download DVD and then upgrade.

Btw the non-free version only contains dvd 1
