Gnome bars only third of screen (Gnome window size)

When Gnome starts the logon screen is in the top left quadrant and after login the status bars are only about 1/3 of the width of the screen and the bottom one (if left on the bottom will be 1/3 the way from the top of the screen across whatever program is open.
also some programs like solitaire will not expand beyond the bars when maximized.
How do I change these settings? (Probably in the Gnome settings, but where)

Right mouse on empty place of gnomebar, choose properties

Well, that made them taller but no wider (horizontal)
