Why does htop have different colors in bars?

Why htop's bars have different colors? Still can't find an answer... And it's bars don't really correspond to the numbers. Even if CPU is loaded 60%, the bar can be loaded almost 100%. :?

There are interactive commands, such as page up, page down, F2 allows you to configure the meters, select colors, etcetera.
I think that the colors should show the components of the processor usage that system monitor does (or should).
Maybe the colors are just to impress people, make it look like the computer is doing something, when its really waiting for you to do something. :)

dotlj, if it really is so, it's pointless. Why to show work htop doesn't do? It only makes users confused.
And by the way, I know "info htop" and "man htop" but those manuals don't tell about different colors in bars...
