4.14.0-3 kernel dropped my CPU speed?

Just upgraded the kernel to 4.14.0-3 in Sid and noticed "grep MHz /proc/cpuinfo" and lscpu are showing various values from 1GHz to 3.3GHz depending on load, as you'd expect on a laptop using cpufreq governors or somesuch.

The thing is, this is a desktop Xeon X3470 2.9GHz overclocked to 3.3GHz with TurboBoost disabled, its locked to 3.3GHz all the time in the BIOS, hell the CPU doesn't even support thermal monitoring!

4.14.0-2 doesn't show this behaviour, nor do any earlier kernels I've ever used.

I noticed there's some stuff about thermals and governors in dmesg, and turbostat shows the correct TSC_MHZ and also reports no such file or directory for the cpufreq driver:

But when I run "stress --cpu 4" cpuinfo etc. report 3.2GHz, as if a governor is enabled and it goes to full tilt under load.

Any ideas - is this some new software governor that ignores the hardware's capabilities, and if so how do I disable it?

I checked its not the new microcode, rolling back to 3.20171117.1 from 3.20180108.1 makes no difference, its definitely the kernel.

reportbug doesn't seem to be working, some problem with the website causes it to crash, but reporting a kernel issue to Debian seems a bit pointless anyway.

kernel parameters seem to fix it, but still annoying the kernel overrides the bios....

As I am running Debian Stretch 9.3 on kernel 4.9.0-5-amd64, I don't share your observations, but you may want to search the web for "Meltdown Spectre Intel CPU vulnerabilities" for which patches have been released in more recent kernels. This is a hardware issue being mitigated by software, namely kernel patches, and a CPU performance penalty has been acknowledged (depending on tasks being performed.) I have not heard of any microcode changes. The vulnerable hardware is widespread, and mitigation appears complex. The WeLiveSecurity site has information in accessible form for consumers. Good luck.

no its nothing to do with the meltdown patch (which is both kernel and microcode) this is throttling not just a performance drop.

it seems the latest kernel implements bios-overriding power-saving, which could have latency issues but should save on the power bill.
