I installed pcmanfm, udev, udisks2, policykit, gvfs.
what do I need to do to see the drives in pcman's left pane?

Use an up-to-date, full featured file manager? Drives should be there, and if they're not, pcmanfm sucks.
Pro tip: Thunar does display drives and is just as light.

gyus I've been using pcmanfm for 10+ years, it shows drives fine, doesnt need bookmarks.
this time however Im building debian from scratch and I missed something.
(thunar doesnt show drives either becuase it uses udisks2 to do that, just like pcman).

i agree.
you already eliminated pcmanfm itself through troubleshooting, and quite correctly: something else is missing.
i went through this process manually, but it was so long ago i don't remember what made it work in the end.
the packages you listed sound about right though.
the drives are not in /etc/fstab, are they?

whenever I have a problem I google it and I usually find the solution in archwiki.

I don't think I had to write udev rules to get pcman working when I was building system last time.
