Shorewall problem

I'm running Buster. Shorewall is configured to auto start:

STARTUP_ENABLED=YES (/etc/shorewall/shorewall.conf)
startup=1 (/etc/default/shorewall)

I can find no errors in the logs. I can manually start Shorewall without a problem, but that is obviously less than ideal. I thought it might be a bug with a recent Shorewall update, but I have another system running Buster and Shorewall without any issues. Any ideas?
