Configure GPG in Debian 9 (no gpg.conf file)

I have been trying to set some configurations in gnupg/gpg (e.g. the default crypto algorithm), and all the info that I can find suggests that I edit the gpg.conf file.

However my .gnupg directory only contains the 3 files : private-keys-v1.d, pubring.kbx, and random_seed. There is no gpg.conf file. Moreover I cannot find a file of that name anywhere in my file system. (I have set the option to show hidden files.)

I will be grateful if someone can point me in the right direction to get control of gpg configuration. (I am inexperienced so please recognize this in any response.)
