Does Debian have a man page for /etc/vconsole.conf? I couldn't locate it.

My Debian buster system has no /etc/vconsole.conf

My limited understanding is that one has to create this file, either directly or possibly with localectl.

Yes indeed, `localectl set-keymap blah` creates the file, thanks!

Weird that there's no local man page though, localectl(1) even mentions it at the end :?

EDIT: the Chinese man pages have it:
