pure virtual bridge config on boot

Greetings,

I need to create a private network between my vms, one of the is the router, I've understood I need to create a virtual bridge, I assume I need to create a dummy nic for that, what is the proper config for Debian 9.6 to create the dummy nic, virtual bridge and make sure no ip will be assigned to it at boot time?

Which virtualisation system are you using?

The Debian wiki has a good guide for libvirt.

libvirt running kvm
the guide states to define a ip range for the br0, I don't need that as one of the vms I'm trying to connect is my router
